SHORT BIOGRAPHY Dr. Stephen Chaikind is currently Professor of Economics and Finance at Gallaudet University in Washington, DC, where he has also served as Chair for the Department of Business Administration, Economics and Finance. Dr. Chaikind's research interests include the costs of special education, the relationships between health and education, and budgeting and educational administration in higher education. He recently completed a new book, Education Finance In the New Millennium, co-edited with William J. Fowler of the National Center for Education Statistics, published in March 2001, and is currently assessing the impacts of an aging population on education finance. His articles have appeared in various journals and books, including Economics of Education Review, the Journal of Special Education, the Journal of Health Economics, Sign Language Studies, Educational Evaluation and Policy Analysis, The Encyclopedia of Education (2nd edition), and Exceptional Parent. Dr. Chaikind is currently co-book review editor for the Journal of Education Finance, and was also a member of the Technical Work Group for the Special Education Expenditure Project, and an expert consultant for the Institute for Special Education Research and Finance. He is a longtime member of the American Economics Association and the American Education Finance Association. Previously, Dr. Chaikind was a Principal Analyst at the Congressional Budget Office (CBO), specializing in Social Security and other income security programs, and Chief Economist and Senior Statistical Associate at Decision Resources Corporation, focusing on education finance and the economics of education. He has also served as a Faculty Research Fellow at the National Bureau of Economic Research. Dr. Chaikind earned his Ph.D. in Economics from the Graduate School and University Center of the City University of New York, and also holds a B.B.A. degree from Baruch College and an M.A. degree from City College of New York, both in economics. In 1997, he was named Distinguished University Faculty Member at Gallaudet University.
